新农合发展的主要问题及其应对策略

新农合,即新型农村合作医疗。指的是由政府组织、引导、支持,农民自愿参加,个人、集体和政府多方筹资,以大病统筹为主的农民医疗互助共济制度。新农合自2003年起开始试点,目前已在全国范围内广泛推广,在这个过程中,取得了成功经验,也面临不少苦难。新农合作为适应我国国情的一种新型医疗保障体制,还需要不断在时间和探索中自我完善。
