2003年6月13日,中国人民银行公布了《关于进一步加强房地产信贷业务管理的通知》(以下简称《通知》)。《通知》是针对目前我国房地产行业出现的各种问题,并综合考虑宏观经济状况而发出的。《通知》的目的,不是对房地产政策的收缩,更不是要打压房地产行业,而是要避免房地产行业的大起大落,进一步促进房地产市场的健康发展。《通知》对商业银行、房地产开发商、消费者和房地产市场等都将产生深刻的影响。
June 13, 2003, the People’s Bank of China announced the “Circular on Further Strengthening the Management of Real Estate Credit Business” (hereinafter referred to as the “Notice”). The “Circular” is issued in light of the various problems that have emerged in the real estate industry in our country and taking macroeconomic conditions into consideration. The purpose of the “Circular” is not to shrink the real estate policy, nor to suppress the real estate industry. Rather, it should avoid the ups and downs of the real estate industry and further promote the healthy development of the real estate market. The Circular will have profound implications for commercial banks, real estate developers, consumers and the real estate market.
