《中共中央关于进一步加强和改进国有企业党的建设工作的通知》(以下简称《通知》)发出以来,各地认真贯彻落实,总的形势是好的。许多地方和部门通过学习贯彻《通知》精神,对切实加强和改进国有企业党的工作,进一步统一了思想,重视企业党建工作的大环境正在逐步形成;通过联系实际,狠抓落实,国有企业党的工作的一些重大问题和热点问题,正在得到较好解决。国有企业党的工作总体上在逐步加强。但是,从一些地方和部门反映的情况看,贯彻落实中央《通知》的任务仍十分繁重,突出的问题是发展不够平衡,不少地方和单位并没有真正把《通知》精神落到实处,尤其是落实到企业。有的企业领导人至今不知道《通知》的具体内容;有的对《通知》精神一知半解,甚至断章取义;有的凭个人的喜好理解《通知》精神,不能把思想很好地统一到中央精神上来。这都在一定程度上影响了《通知》的贯彻落实。
Since the Central Committee of the Communist Party of China issued the “Circular on Further Strengthening and Improving the Party-building in State-owned Enterprises” (hereinafter referred to as the “Circular”), the overall situation has been fine. Many localities and departments are gradually evolving through studying and implementing the spirit of the “Circular,” earnestly strengthening and improving the work of the state-owned enterprise parties, further unifying their thinking and attaching importance to the party building in the enterprises. By linking up with the reality and paying close attention to implementation, Some major issues and hot issues of work are being solved. The work of the SOEs in general has been gradually strengthened. However, from the situations reflected by some localities and departments, the task of implementing the “Circular” by the Central Government is still very heavy. The outstanding issue is that development is not balanced enough, and many localities and units do not really implement the spirit of the “Circular,” especially Is implemented into the business. Some leaders of enterprises have so far failed to understand the specific content of the “Notice.” Some do not understand the spirit of the “Notice,” or even use it out of context. Some understand the spirit of “notification” on the basis of personal preferences and can not unite the thinking well with the central spirit . All these have to a certain extent affected the implementation of the “Circular.”
