建设一支过硬的武装干部队伍是做好国防动员工作,提高民兵组织战斗力的关键和基础,面对形势任务的不断发展变化,迫切需要铁路武装干部的素质能力迈上一个新台阶。近年来,武装干部在开展技术攻关、抗洪抢险、稳定职工队伍等方面发挥了重要作用,但也存在一些问题,如部分武装干部能力和素质偏低,在一定程度上制约了其职能作用的发挥,如违规操作、不作为等问题也较为突出,亟待改善。对此,本文通过对铁路武装干部的素质、能力要求及职能作用的分析,指出了武装干部在工作中存在的问题,并提出了相应改善措施,以供参考。
