降成本是供给侧结构性改革的五大任务之一,是党中央、国务院为有效缓解实体经济企业困难、助推企业转型升级作出的重要决策部署,对有效应对当前经济下行压力、增强经济可持续发展能力具有重要意义。2015年12月中央经济工作会议提出要着力加强供给侧结构性改革,并将“去产能、去库存、去杠杆、降成本、补短板”作为2016年五个主要任务。
