本文在阐述节能减排潜力概念及分析方法的基础上,基于能耗强度和排放强度两个指标构建节能减排潜力指数,并应用该指数对北京制造业不同时期的节能减排潜力大小进行了测算,对潜力的变动趋势进行了分析。分析结果表明:北京制造业仍具有一定的节能减排潜力,但能耗强度和排放强度的下降空间相对有限;现代制造业的节能潜力大于传统制造业,而传统制造业与现代制造业的减排潜力体现在不同方面,前者为优化能源结构,后者为控制能耗总量。
