自7月15日8时至18日18时,受第4号强热带风暴“碧利斯”影响,湘南普降大到暴雨,流经我县的耒水、湘江、蒸水水位陡涨,全县19条47公里防洪堤全部漫水,27个乡镇(办事处)均不同程度受灾。面对这次特大洪灾,我们按照省委、省政府和市委、市政府的有关指示精神,沉着应对,全力以赴,果断采取措施,实现了不决一堤、不死一人,将灾害损失降到最低程度的目标。
