长期以来,科技档案工作主要由行政管理手段推动的,人们也习惯于人治,一个地区的科技档案工作开展,依赖于档案行政管理部门的文件;一个企事业单位的科技档案工作好坏,取决于单位领导人的档案意识;科技人员和科技档案人员只知道本单位的工作规章制度,对国家的法律不甚了解。改革开放,向社会主义市场经济转轨的过程中又出现和将要出现下列情况:
