根据省委、省政府和科技部的统一布署,我省科技发展“十五”规划自1999年8月开始启动,提出了规划的框架体系和工作方案,根据党的十五届五中全会和省“十五”规划的基本思路以及国家“十五”科技发展专项规划草案的最新精神,结合我省科技工作面临的新形势和任务,2000年10月,省科技发展“十五”规划领导小组对原规划的初稿进行充实和完善,重新调整工作方案。 省科技厅对“十五”规划工作高度重视,成立了以唐承沛厅长为组长、厅领导和相关业务处室负责人参加的领导小组,领导小组下设规划办公室,罗宏副厅长担任规划办公室主任。目前,规划纲要已拿出一个初稿并在分别征求有关方面意见,各项分规划的编制和专题研究正在紧张有序
