《企业国有资本与财务管理暂行办法》出台以后,抓好《办法》的培训、学习和贯彻落实工作就是当前的一项重点工作。《办法》构建了新型的企业国有资本与财务管理制度体系,在社会上引起了很大反响,要通过宣传和培训,全面学习和领会《办法》的精神实质和主要内容,同时还要抓紧研究制定具体的实施方案和措施。还要制定一系列的配套办法,包括《企业国有产权转让暂行办法》、《产权界定和产权纠纷调处暂行规定》、《国有企业公司制改建中有关国有资本与财务管理的暂行规定》等。但是不能等,落实《办法》态度要坚决,步子要快,《办法》中已经做出明确规定的,可以先做起来,各地可以因地制宜,结合本地的实际情况,制定具体的实施细则。
