根据江西省委、省政府《关于深化林业产权制度改革的意见》,瑞昌市在2004年试点的基础上,于2005年5月份起全面推开了集体林权制度改革工作。瑞昌市国土总面积213万亩,其中林业用地129.6万亩,全部参与了本次林改。全市共区划商品林58.3万亩,区划生态公益林面积71.3万亩,其中已受国家和省公益林补助资金的53.48万亩。全市行政区域内辖9个乡、8个镇、2个街道办事处、2个国营林场和1个国营农场。除1个国营农场没有林改任务外,其余单位计158个行政村、1763个村民小组、28.9万人口参与了本次林改。
According to the “Opinions on Deepening the Reform of the Forestry Property Right System” issued by the Jiangxi provincial government and the provincial government, Ruichang City fully opened the reform of the collective forest tenure system from May 2005 on the basis of the pilot program in 2004.
