党的十六届五中全会指出,我们必须坚持以科学发展观统领经济社会发展全局。全面落实科学发展观,必须从思想上、组织上、作风上和制度上形成更为有力的保障。因此,在机关党的工作中,必须确立科学发展观的统领地位。把树立和落实科学发展观同机关党的工作紧密结合起来,当前特别要从三个方面着力:
