1976年11月17日至19日,国际海事组织(当时称政府间海事协商组织)在伦敦召开修正1969年国际油污损害民事责任公约的外交大会。会议的主要目的是将上述公约中的计算单位“法郎”改成国际货币基金组织所规定的“特别提款权”,并对国际货币基金组织成员国和非成员国按“特别提款权”进行计算或折算的原则和办法作出了规定。会议产生了1969年国际油污损害民事责任的议定书。现把该议定书翻译如下,供参考。
From 17 to 19 November 1976, the International Maritime Organization (then called the Intergovernmental Maritime Consultative Organization) convened a diplomatic conference in London to amend the 1969 International Convention on Civil Liability for Oil Pollution Damage. The main purpose of the conference was to change the “franc” calculation unit in the above convention to the “special drawing right” stipulated by the International Monetary Fund and to provide “special drawing rights” to member countries and non-member countries of the International Monetary Fund The calculation and conversion of the principles and approaches to make provisions. The meeting produced a 1969 Protocol on Civil Liability for Oil Pollution Damage. The Protocol is now translated as follows for reference.
