治理市场、制裁“官倒”,人民群众拍手称快。称快之余,人人都在思索在我国商品经济向纵深发展的时候为何会发生“市场失控、官倒横行”的现象。笔者认为,从国民经济管理角度来看,商品经济秩序的紊乱与我们对社会主义条件下商品经济发展规律认识不足有密切关系,但究其根本,乃是我国长期以来经济法制建设薄弱,对国民经济的管理以“人治”为主,宏观与微观经济运行缺乏必要的法律机制的必然结果。
Governance the market, sanctions “official down”, the people clap fast. In the meantime, everyone is thinking about why the “market is out of control and the government goes down rampant” when China’s commodity economy develops in depth. The author believes that from the point of view of national economy management, the disorder of the commodity economy is closely related to our lack of understanding of the laws governing the development of commodity economy under the conditions of socialism. However, the fundamental issue is that our country has long been in a weak economic legal system, Economic management is dominated by “rule of man”, and the inevitable result of the lack of necessary legal mechanisms for macro and microeconomic operations.
