绩效的核心是资源配置效率,财政支出绩效就是指政府的资源配置效率,财政支出的绩效评价从微观上是政府对资源运用效率的问题,从宏观上是资源配置效率的问题,本文应用微观和宏观两种不同的方法深入分析财政支出绩效。
