我国北方常是“十年九旱”。为了改变“年年动员、突击抗旱”及“紧急防汛”的被动局面,应在涵养水源,改善和保护生态环境的基础上,在重视灌溉农业的同时,扩大雨养农业面积。雨养农业应以蓄水保墒、提高降水利用效率为主,有机肥料配合无机肥料,科学利用非耕地来支持耕地建设;选用雨养农业新技术,兴建集水农业新设施,逐步建立“全拦降水,就地入渗,高效利用”的新型雨养农业的技术体系
The northern part of our country is often “nine years of drought”. In order to change the passive situation of “annual mobilization, surprise drought” and “emergency flood prevention”, we should increase the area of rainfed agriculture while emphasizing irrigated agriculture on the basis of conserving water sources, improving and protecting the ecological environment. Rain-fed agriculture should be based on water storage and soil conservation, improve the efficiency of precipitation utilization, organic fertilizer with inorganic fertilizers, scientific use of non-cultivated land to support the construction of arable land; use of rain-fed agriculture, new technologies, construction of new facilities for water harvesting agriculture and gradually establish “ Precipitation, in situ infiltration, efficient use of ”new rain-fed agriculture technology system
