本文在研究西方有关宏观经济政策目标的基础上 ,结合中国的具体国情 ,提出了我国宏观经济调控目标的确定原则 ,并依此提出由稳定——短期调控目标 ,发展——长期调控目标和平等——社会分配目标组成的中国经济社会转型期的宏观经济调控目标体系。作者还指出 ,宏观经济调控本身也可能会对经济过程产生消极的作用 ,故政策实施要对此有所警醒 ;其目标的确定也更多地是一个公共选择过程 ,或政治过程 ;从历史上来看 ,不同时期对多种目标的排序 ,总受到那个时代特殊的经济和社会历史背景的制约。总之 ,宏观经济调控目标的确定是一个超出经济范畴之外的复杂问题。这对于我们确定切合国情的宏观经济调控目标 ,具有重要意义
