(一)四個月來群運概况: 为發動起廣大農民群众,做好減租退押,鋪平土改道路,我區于九月开始有開了区農代會,贯澈了組织保卫秋收,開展了缓交租,反奪佃、賣田、逼债;及至十一月至十二月,首先各鄉召開了鄉農代會,普遍展開了合理負担運動,通過以上兩个運動及各种會議,提高了農民的覺悟,達到初步的發動群众,整顿旧農會。部份建立了新农協,改造村政權與民兵等組织,广泛展開反封建鬥爭。敢於公開進行破壞、搶收租穀、奪佃、賣田、逼债、勾結土匪、拖抗公粮、散佈變天思想………等的地主惡霸受到一定程度的打擊。使地主階級的活動從公開轉到祕密,從非法转為合法,如對村幹与農民積極分子以利诱,美人计,造谣挑撥,裝窮叫苦,多報人口,少報田地,派狗腿或本人混入农恊,分散財物………等花樣进行掙扎,保存勢力。在依靠群众要求緊緊結合反封建的基礎上,開始减租退押。經過
