人民检察院试行人民监督员制度是为了探索建立一种新的外部监督机制,通过规范程序将办理职务犯罪案件的关键环节有效地置于人民群众监督之下,力求通过民众参与,从制度上保证检察权特别是职务犯罪侦查权的正确行使,防止检察权的滥用。和任何制度一样,人民监督员制度也存在一个逐步发展和不断成熟的过程。
