改革开放二十年来,我市依托乡镇集体经济的支撑,实现了小城镇建设第一次飞跃。全市城镇规划面积104平方公里,建成区面积63平方公里,乡村城市化水平达47％,在全国处于领先地位。然而,在市场经济条件下,小城镇建设面临着新形势:投资机制将从单纯依靠政府和集体投入向企业法人、社会个人、外商资本多元化的投入转化;建设重点将从量的扩张向质的提高转化;市场需求向提高城镇建设水平和改善农民居住条件转化。因此,全市上下必须调整思路,明确重点,真抓实干,促进小城镇建设的第二次飞跃。
In the two decades since the reform and opening up, the city relied on the support of township collective economy and realized the first leap in the construction of small towns. Therefore, the whole city must readjust its train of thought from the top to the bottom, clarify its priorities, work hard and do solid work, and promote the second leap forward in the construction of small towns.
