图书馆是以图书来为读者服务的业务部门,而藏书是图书馆开展工作最重要的物质基础.人们普遍认为,一所高等院校要开展教学科研工作,图书馆是除师资队伍、实验室外不可缺少的三大支柱之一.由此可以说,藏书是建造图书馆这根支柱的“钢筋混凝土”,而图书馆在电大的重要位置还没有完全摆正,这与其藏书量少、质差不无关系.它造成图书流通中的拒借率过高,无法满足教师、学生、科研人员基本的借阅要求,从而降低了图书馆在他们心目中的地位.图书馆藏书建设的落后造成图书流通的疲软,也必然会给电大教育事业的进一步发展带来负效应.因此,如何建设高质量的具有电大特色的藏书体系,是摆在我们面前的一项亟待解决的首要问题.
