现代高校图书馆要实现制度化管理:一是制度本身的科学性和合理性以及人性化;二是制度的可操作性(简约.明确.良化);三是对制度的有力执行.制度的科学与合理可以保证管理的正确与客观,制度的简约明确与量化可以保证操作起来不会引起歧义,对制度的有力执行则是促使管理制度的根本保证。上述三条缺一不可。

Scientific and reasonable management can guarantee the correctness and objectivity, the system is simple and clear and quantifiable to ensure that the operation will not cause any ambiguity, and the strong implementation of the system is to promote the fundamental guarantee of the management system. The above three are indispensable.
