两个办法首次探索试行投资项目负面清单管理。通过负面清单,明确了出资人投资监管的底线,设定了央企投资行为的红线,该管的国资委按职责加强监管,负面清单之外的由央企自主决策、自担责任。
The first of two approaches to explore the negative list management of pilot investment projects. Through the negative list, the bottom line for investors ’investment regulation was clarified and the red line of the central enterprises’ investment behavior was set. The SASAC strengthened its supervision according to its responsibilities, and the central enterprises conducted their own decisions and shouldered their responsibilities beyond the negative list.
