基层官兵医疗服务供给与需求,是指在现阶段现有条件下,军队内部可供利用的医疗服务总量和基层官兵所需的医疗服务总量。它除受国家经济实力、国防发展战略制约外,与经费标准、保障体制、技术水平、社会影响等有直接关系。在改革开放深入发展的新形势下,正确认识和妥善解决医疗服务供需问题,对于充分利用现有卫生资源,提高服务保障实效具有重要意义。
The supply and demand of grass-roots officers and men in medical services refer to the total amount of medical services available to the military and the total amount of medical services required by grass-roots officers and men under the existing conditions at this stage. Apart from being subject to the national economic strength and the strategy of national defense development, it is directly related to the funding standards, the guarantee system, technological level and social influence. Under the new situation of deepening reform and opening up, a correct understanding and proper solution to the supply and demand of medical services are of great significance for making full use of existing health resources and improving the effectiveness of service guarantees.
