弘扬和培育中华民族精神,是党的十六大提出的重要战略任务,是贯彻“三个代表”重要思想,全面建设小康社会,实现中华民族伟大复兴的客观要求。在新的历史条件下,把长期以来我们党所倡导的“弘扬民族精神”变为“弘扬和培育民族精神”,就是要从新的时代发展要求出发,把民族精神的继承与创新有机地统一起来,使中华民族精神具有鲜明的时代特色,真正成为建设中国特色社会主义的强大精神动力。
