1991年淮河流域所发生的特大洪涝灾害,使我县水利工程设施经受了严峻考验,特别是淮河入江水道连续数月的大流量冲刷,高水位浸泡,使得境内115公里堤防多处出现险情。大灾之后,国务院及时作出了《关于进一步治理淮河和太湖的决定》。在上级党委、政府和水利主管部门的领导、关怀和指导下,我县境内入江水道除险加固工程于当年开始实施。截止1993年5月底,由淮委和省市水利部门批准的治淮一期工程16个子项目已全部竣工,投入工日100多万个。其中:加固入江水道堤防9535米,实做土方74.8万立方米;拆建、维修、加固病险涵闸8座;建造清障机桥2座;铺砌块石护坡15万平方米;修筑防汛公路13.4公里;定喷加固大
In 1991, Huaihe River Basin caused by serious floods, so that our county water conservancy engineering facilities to withstand a severe test, especially the Huaihe River waterway for several months of large flow erosion, high water soaking, making a total of 115 kilometers of embankments within the danger. After the disaster, the State Council promptly made “a decision on further governing the Huaihe River and Taihu Lake.” Under the leadership, care and guidance of the party committees, governments and water conservancy departments at the higher level, the project of reinforcing and eliminating the waterway in the county started to be implemented in the same year. By the end of May 1993, 16 subprojects of the first phase of the Huaihe River project, approved by the Huai River Committee and the provincial and municipal water conservancy departments, were all completed and put in more than 1 million working days.
