《中华人民共和国行政复议法》已于１９９９年４月底经全国人大常委会审议通过，并于１９９９年１０月１日起施行。引人注目的是，该法首次赋予公民一项新的的民主权利：当公民认为某一侵害其合法权益的政府行为所依据的政府文件不合法时有权对文件申请复议，状告“红头文件”
