近年来,各高校的基层团组织民主建设工作全面铺开,团代表常任制等工作全面试行。在收获成果的同时,问题也逐渐暴露。各高校基层团组织的形式民主建设基本落实,实质民主建设铺开缓慢,民主理论研究亟待加强。各高校基层团组织建设的关键在于厘清机关权限,改良代议制度,从根本上维护团员权益,发扬团内民主。
In recent years, the work of building grassroots organizations at all levels of colleges and universities has been carried out in an all-round way and the delegation representing the permanent system has been fully piloted. At the same time of harvesting the result, the problem gradually exposed. All forms of grassroots organizations in colleges and universities have basically implemented the form of democracy, the building of substantive and democratic progress has been slow and the study of the theory of democracy needs to be strengthened. The key to building the grassroots organizations in colleges and universities is to clarify the authority of the organs and to improve the representative system so as to safeguard their rights and interests and promote democracy in the league.
