社会流动性越来越大,工作岗位变动越来越频繁,一部分人的身份在短时间内会发生多种变化,可是三项医保职能分别由劳动、卫生、民政等部门分管,一个人因身份改变而想继续用同一个账户参加其他医保是不可能的。为解决我国城镇居民包括未就业人员的医疗保障难题,2007年在成都、长春、无锡等79个大中城市开展了全国首批城镇居民基本医疗保险试点工作。结合目前试点中的具体问题,本文将对完善城镇居民医疗保险制度作些思考。
