作为检察改革重要内容的检察委员会制度,应在司法责任制视野下按照司法规律和检察权运行规律改革完善。改革基层检委会制度的关键是创新基层检委会案件决策机制。本文通过剖析基层检委会决策机制存在的问题,研究检委会决策机制创新的基本依据,主要从提升检委会决策权威、创新议案模式、构建责任机制等方面探索基层检委会决策机制的创新路径,以期为提升检委会决策民主化科学化水平提供有益借鉴。
As the procuratorate committee system as an important part of prosecutorial reform, we should reform and perfect it according to the law of justice and the law of procuratorial power from the perspective of judicial responsibility system. The key to reforming the basic level inspection committee system is to innovate the basic decision-making mechanism of the basic inspection committee.
