1990年1月1日,台湾当局利用中国大陆申请加入关税及贸易总协定(以下简称GATT)的议题被搁置的机会,以“台湾、澎湖、金门、马祖单独关税领地”的名义向关贸总协定秘书处提出“加入意愿书”(Communilaticn),援引GATT第33条有关入会规定,申请加入GATT。1992年10月,GATT理事会决定成立一个中国台北工作组,审议台湾、澎湖、金门和马祖作为是单独关税区加入GATT的问题。这也是GATT就大陆与台湾加入问题达成的一种妥协。
On January 1, 1990, the Taiwan authorities availed themselves of the opportunity to be suspended from the issue of China’s accession to the General Agreement on Tariffs and Trade (hereinafter referred to as GATT) and made a statement to the Commissioner of Customs and Excise on behalf of “Taiwan, Penghu, Kinmen and Matsu as separate customs territory” The agreement secretariat proposed Communilaticn, citing article 33 of the GATT regarding membership requirements and applying to join the GATT. In October 1992, the GATT Council decided to set up a Chinese Taipei working group to consider Taiwan, Penghu, Kinmen and Matsu as a separate customs territory to join the GATT. This is also a compromise reached by the GATT on the question of the accession of the mainland and Taiwan.
