In May 2005, the State Council approved the establishment of an inter-ministerial joint conference system for maritime search and rescue led by the Ministry of Communications to make an overall study of the national maritime search and rescue and emergency response to ship pollution. In order to strengthen China’s maritime emergency work, enhance mutual cooperation among relevant ministries, commissions and bureaus, give full play to the role of inter-ministerial joint meeting, improve the organization and coordination ability of maritime search and rescue agencies in our country, and promote maritime search and rescue work, 1
