刚刚闭幕的中共沈阳市委十届八次全体会议,是深入学习贯彻党的十六届三中全会和中央关于振兴东北老工业基地文件精神,谋划沈阳老工业基地全面振兴的一次极其重要的会议。会议进一步明确了完善社会主义市场经济体制、全面振兴沈阳老工业基地的总体目标和工作思路,绘就了沈阳未来发展的宏伟蓝图,制定了加快老工业基地调整改造与全面振兴的行动纲领。贯彻全会精神,必须准确把握振兴老工业基地的奋斗目标和发展方向。全会提出要经过七年不懈的努力,集中做强汽车及零部件、装备制造、电子信息、化工医药和农产品加工等五大产业,积极推进新型工业城市、先进文化城市、模范生态城市、法治诚信城市等“四位一体”城市建设,把沈阳建成全国装备制造中心、东北地区商贸物流和金融中心,成为带动辽宁乃至东北实现全面振兴的重要增长极。这一奋斗目标体现了全面建设小康社会的内在要求和“东北大振兴,沈阳要先行”的时代要求,是全市人民的共同心愿和根本利益所在。我们一定要坚定目标不动摇,咬住振兴不放松,加速完善社会主义市场经济体制,坚决打赢振兴沈阳老工业基地这场新时期的“辽沈战役”。

The meeting further clarified the overall goal and work train of thought for perfecting the socialist market economic system, revitalizing Shenyang’s old industrial base in an all-round way, plotting the grand blueprint for the future development of Shenyang and formulating a program of action for accelerating readjustment, reform and rejuvenation of the old industrial base. To implement the spirit of the plenary session, we must accurately grasp the objective and direction of development for rejuvenating the old industrial base. The plenum proposed that after seven years of unremitting efforts, the five industries focusing on automobile and parts, equipment manufacturing, electronic information, chemical medicine and processing of agricultural products will be concentrated on the five major industries such as new industrial cities, advanced cultural cities, model ecological cities and law-based honest cities Etc. “Four in One” city construction, built Shenyang into a national equipment manufacturing center, commerce and trade logistics and financial center in northeast China, and become an important growth pole that leads Liaoning and even Northeast to achieve comprehensive rejuvenation. The objective of this struggle embodies the inherent requirements of building a moderately prosperous society in all aspects and the requirements of the times that “the rejuvenation of the northeast reign ascended the rest of our country” and the common aspiration and fundamental interests of the people of the city. We must unswervingly uphold our goal, bite the rejuvenation and not relax, accelerate the improvement of the socialist market economic system, and firmly win the “battle of Liaodong” in this new period of rejuvenating Shenyang’s old industrial base.
