从实践探索和乡村建设的趋势出发,针对乡村存在的问题,明确了乡建的目标服务人群和实践主体,并以河南新县三年来的乡村建设为例,就乡村复兴的原则、如何力口强乡村配套设施建设以及发挥政府引导作用进行了讨论,提出在充分尊重农民意愿的前提下,通过乡村建设,实现把人留在农村,把资源留给农业,把权利还给农民的目标。
Starting from the practice and exploration and the trend of rural construction, aiming at the existing problems in rural areas, the targeted service people and practice subjects of rural construction are clearly defined. Taking the rural construction in Xinxian County of Henan Province for three years as an example, how to rejuvenate the rural areas? Strongly supporting the construction of rural facilities and giving play to the guiding role of the government, and put forward the goal of leaving people in the countryside, leaving resources to agriculture and returning the right to the peasants through village construction, with full respect for the wishes of the peasants.
