资本市场是我国金融改革和发展的重点领域。随着改革开放的逐步深入,债券市场对我国经济社会发展的作用越来越重要。目前,我国债券市场已经具备加快发展的许多有利条件,经济增长也需要有一个功能健全、统一开放、符合国际惯例的债券市场。我们必须吸取股票市场发展的经验和教训,进一步加强基础性制度建设,规范债券市场发展。由于市场体系割裂,监管体系分立,法律法规不系统、不协调、不完善,对我国债券市场发展制肘颇多,必须着眼于建立全国统一的债券市场,加快修改和完善相关立法,着力进行制度创新,才能实现我国债券市场的全面协调与可持续发展。
Capital market is a key area of China’s financial reform and development. With the gradual deepening of the reform and opening up, the bond market plays an increasingly important role in the economic and social development in our country. At present, China’s bond market has enjoyed many favorable conditions for accelerating its development. Economic growth also requires a soundly functioning, unified and open bond market that is in conformity with international practice. We must learn from the experience and lessons in the development of the stock market, further strengthen the building of a basic system and regulate the development of the bond market. Due to the fragmentation of the market system, the separation of the regulatory system, the failure of the laws and regulations to be systematic, uncoordinated and imperfect, the development of the bond market in our country is rather elbowed. We must focus on establishing a unified national bond market, speeding up the revision and improvement of relevant legislation and putting emphasis on the system Innovation in order to achieve full coordination and sustainable development of China’s bond market.
