市民的政治参与程度是衡量城市现代化的重要指标之一。文章通过对1 92 7— 1 93 7年间南京城市社团组织的考察 ,对城市市民参政的动因、主要形式及预期目的进行了规律性的探讨。文章运用大量史料 ,试图透过对具体历史条件下历史事件的分析 ,挖掘在民国这个特定的历史时期 ,市民参政意识对城市近代化发展的作用和影响 ,以及市民参政终究难以实现的真实原因
Citizens’ political participation is one of the important indicators to measure the modernization of cities. Through the investigation of the city organizations of Nanjing in 1911-1979, the article studied the causes, the main forms and the expected purposes of urban citizens participating in politics in a regular way. By using a large amount of historical materials, the article tries to find out the role and influence of citizens’ participation in politics in the modernization of the city during the specific historical period in the Republic of China through the analysis of historical events in specific historical conditions and the true reasons why citizens can not participate in politics
