思考之一 :近年来我省群体性事件呈现新的特点 ,一是总量越来越多 ;二是规模越来越大 ;三是组织越来越严密 ;四是行为越来越激烈 ;五是情况越来越复杂 ,必须引起高度重视。思考之二 :必须找准引发群体性事件的主要原因 ,才能有针对性地开展工作 ,做到妥善处置。主要原因有 :改革力度加大、利益格局的调整 ,一些群众的切身利益受到影响是引发群体性事件的客观因素 ;群众合法权益受到侵害是引发群体性事件的主要根源 ;官僚主义作风严重是导致群体性事件发生的主要因素 ;不法之徒乘机破坏是导致群体性事件发生、升级的一个重要原因 ;一些群众法制观念淡薄 ,提出不合理要求 ,也是导致群体性事件增多的一个重要方面。思考之三 :公安机关在处置群体性事件时应始终坚持以下基本原则 :在党委、政府统一领导下 ,会同有关主管部门处置 ;防止矛盾激化 ;慎用警力和强制措施 ;慎用武器警械 ;依法果断处置。思考之四 :预防和减少群体性事件必须实行综合治理
