上海于1991年5月在全国率先建立住房公积金制度,堪称我国住房公积金制度的策源地。经过13年的积极运作,在宏观上,本市住房公积金制度对城镇住房体制改革及建立以市场为主导的住房新体制发挥了巨大的推进作用。对改善广大市民居住水平、促进房地产业繁荣与发展、促进商业性住房金融的兴起、构筑政策性住房保障体系等方面起到了关键的作用。住房公积金制度作为一项平民制度、利民制度,围绕“取之于民,用之于民。造福于民”的宗旨,坚持规范管理和机制创新,强化资金安全和高效运作,各项绩效指标始终领先全国。——住房公积金制度已深入人心,政策效应得到充分体现。
Shanghai in May 1991 the first in the country to establish housing provident fund system, called China’s housing provident fund system source. After 13 years of active operation, at a macro level, the municipal housing provident fund system has played a tremendous role in promoting the urban housing system reform and setting up a new market-oriented housing system. It plays a key role in improving the living standards of the general public, promoting the prosperity and development of the real estate industry, promoting the rise of commercial housing finance, and constructing a policy-oriented housing security system. As a system of civilians and benefiting the people, the system of housing provident funds revolves around the principle of “taking advantage of the people, making use of the people for the benefit of the people” and upholds standardized management and mechanism innovation, and strengthens capital safety and efficient operation. Performance indicators always lead the country. - Housing provident fund system has been deeply rooted, the policy effect has been fully reflected.
