As the state attaches importance to the issue of “agriculture, rural areas and farmers”, the investment of financial departments at all levels in rural areas has been increasing year by year. In particular, this year, the fiscal authorities will arrange 103 billion yuan each year to support the consolidation and perfection of rural tax-fee reform. Among them, the central government will subsidize 78 billion yuan of local finance each year through transfer payments while the local finance will arrange 25 billion yuan of fiscal expenditure.
