文章主要揭示经济法的追求目标是经济安全与可持续发展 ,同时阐明二者之间的辩证统一关系 ,并提出了政府在安全目标与发展目标之间的法律定位、宏观调控、环境资源消耗和人力资源立法等方面的对策。
