如何加强公费医疗经费的竹理,几年来我省进行了一些探索和改革,如实行医疗经费包干,由各地市、县专设的公费医疗办公室统管,再包干到单位或个人等。这些办法虽然对医疗经费的管理有所加强,但仍未改变经费超支的局面。通过反复研究,我们发现弊病在于管看病开方的与管钱的没有密切结合起来,经济责任不明确。于是我省决定实行由专设的公费医疗门诊部包干统管,定点就医的办法。实行结果,不但迅速扭转了经费超支的局面,而且保健工作得到进一步加强。目前,我省实行的几种主要管理方法是: 1.医疗单位大包干。即公费医疗办公室每年将公费医疗经费按人数和标准全部包给公费医疗门诊部,节余留用,超支原则上不补。

At present, several major management methods implemented in our province are as follows: 1. The medical units are heavily contracted. In other words, the public expense medical office will annually enroll the public medical expenses according to the number of people and standards to public medical clinics, save the savings, and the overpayment will in principle not be compensated.
