改革开放以来,我国救灾款物使用管理办法不断走向规范化和制度化。这一方面与国家财政体制的变革紧密相关,另一方面也是市场经济与经济社会发展的结果。山西省平陆县对国家救灾款物使用管理政策作了符合地方实际的变通与创新,探索出“四五二五”救灾款物使用操作法,受到了从中央到地方各级民政机关的肯定。平陆县“四五二五”救灾款物使用操作法是改革开放以来中央与地方关系良性互动的结果,从一个侧面说明了中国政府宏观政策具有权威性和延续性,中国地方实践具有多样性和复杂性。
