1993年以来,一些盐场不执行国家计划,偷税漏费、降价倾销,山东、河南等地的劣质盐也大量涌入我省。少数经营单位置国家法规于不顾,经销私盐;一些不法分子私运私销盐斤,甚至把土盐、硝盐、工业废渣充作食盐销售,使我省盐业市场出现了严重混乱局面,危害了人民群众的身体健康,破坏了我省碘缺乏病的防治成果,影响了社会的安定。为进一步加强盐业市场管理,确保全省人民特别是碘缺乏地区人民的身体健康,维护社会安定,特怍如下通知:
