卫生部、民政部、财政部、农业部、国家中医药管理局等5部门7月联合印发的《关于巩固和发展新型农村合作医疗制度的意见》。意见对发展新农合提出诸多要求,使参合农民受益更多。如开展住院统筹加门诊统筹的地区,要适当提高基层医疗机构的门诊补偿比例;要扩大对慢性病等特殊病种大额门诊医药费用纳入统筹基金进行补偿的病种范围。
Ministry of Health, Ministry of Civil Affairs, Ministry of Finance, Ministry of Agriculture, State Administration of Traditional Chinese Medicine and other five departments jointly issued in July, “on the consolidation and development of new rural cooperative medical system views.” Opinions on the development of new rural cooperative medical system put forward many requirements, so that participating farmers benefit more. Such as to carry out hospital co-ordination plus outpatient service co-ordination of the area, we should appropriately raise the proportion of out-patient compensation for primary health care institutions; to expand the scope of diseases such as chronic diseases and other special diseases large out-patient medical expenses into the overall fund for compensation.
