山西省近日下发《关于全面治理拖欠农民工工资问题的实施意见》提出,到2020年,形成制度完备、责任落实、监管有力的治理格局,使农民工工资问题得到根本遏制,实现基本无拖欠。同时,全面推行工程款支付担保制度,欠薪“黑名单”定期公开曝光。八大亮点让农民工吃上“定薪丸”保障工资支付责任更加明确。《意见》明确了企业的工资支付主体责任、市县两级政府的属地管理责任和相关部门的监管责任,建立起进一步落实保障农民工工资支付的责任体系。
Recently, Shanxi Province issued the Opinions on Implementing a Comprehensive Control over the Arrears of Wages of Peasant Workers. The Opinions clarify the main responsibilities of enterprises in paying wages, the responsibilities of territorial management of municipal and county governments and the regulatory responsibilities of relevant departments, and establish a responsibility system for further implementing the guarantee of wages for migrant workers.
