BOT（建设，经营，转让）方式是80年代兴起的一种新的国际融资方式。文中着重分析了我国基础设施建设，特别是电力项目建设运用BOT方式的优越性和必要性；同时分析了我国现阶段电力项目建设运用BOT方式所面临的困难；并分别从项目的审批，法律、法规建设及建立科学的经济测试指标三个方面提出了解决困难的办法。
BOT (construction, management, transfer) is a new form of international financing that emerged in the 1980s. This article focuses on the analysis of China’s infrastructure construction, especially the superiority and necessity of the use of BOT in the construction of power projects. At the same time, it analyzes the difficulties faced by BOT in the construction of power projects in China at the current stage; Three aspects of the construction of laws and regulations and the establishment of scientific indicators for economic testing put forward solutions to the difficulties.
