面对21世纪知识经济的挑战,社会呼唤人才,呼唤高素质的职工队伍。随着企业产业结构调整和技术进步,更需要一大批高素质的职工队伍来支撑。建立学习型企业,培养一支知识型、技能化职工队伍,是新时期企业振兴发展的保证,是工会组织贯彻党的十六大提出的“构建终身教育体系,创建学习型社会”的具体措施,是发展先进生产力的迫切要求,是先进文化前进方向的具体体现, 是维护广大职工根本利益的重要途径。
