煤炭企业发展需要一大批人才,人才开发是煤炭企业走向市场的一项重要任务。开发人才就是对人的才能培养、挖掘和利用,应该利用一切手段,走多渠道、多层次、多形式的路子。 一是政策性开发。人才开发与有效的政策密切相关。政策具有导向性、激励性、效益性、稳定性功能。各种有关人才开发政策的核心是“尊重知识,尊重人才”。当前应特别注重处理好三个方面的关系。 第一是精神鼓励与物质鼓励的关系。人的需要有层次性差异,有精神与物质两个方面,缺一不可。过去那种精神鼓励不到位,物质鼓励不到边的局面一定要改变。 第二是使用人才与爱护人才的关系。人才不是全才,人无完人,金无足赤。要善于使用人才,就要敢于保护人才,有才干的人往往
