按现行规定,考核市内电话服务质量的上报指标有三个,即自动电话接通率、拨叫障碍率、机线报告障碍平均历时。这三个指标主要是对设备维护工作的要求,和经济效益没有直接挂钩,因而形成多数单位只抓生产管理,不抓经营管理。有的局为了完成接通率指标,不愿多装电话。他们说,用户装多了,障碍就多了,接通率就低了,会影响发奖金。因此我认为对市话服务质量指标的考核,必须围绕提高通信效能和经济效益进行改革,做法是:
