面对市场经济蓬勃发展和社会竞争日趋激烈的新形势,电大教育系统发展战略的方针应是:改变传统教育投入产出线性发展的观念,闯出一条依靠现代科技,少投入多产出,谋求非线性效益增长来发展我国电大教育的新路.90年代中国电大教育要从城市到农村,从高层次教育到中低层次教育都要取得全方位的发展.在多渠道筹措教育经费,增加电大教育事业投入的基础上,更要充分利用电大自身的网络系统优势,采用现代教育技术,优化系统结构,组织电大系统的整体协同.
